The Kentucky Department for Local Government (DLG) as the State administering agency of Federal Register Notice FR-6303-N-01 that allocated Community Development Block Grant Disaster Recovery (CDBG-DR) funds to HUD for Federally Declared Disasters related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation resulting from a qualifying major disaster in 2021. While homeowners and rental property owners may still complete the survey, eligibility and guidance for 2022 CDBG-DR funds is forthcoming.
If you are a single-family homeowner and a rental property owner of single-family housing unit(s) that were affected by a 2021 or 2022 qualifying major disaster you may complete the survey by reading the program information below and creating an account.

Purpose
  • Assist homeowners and rental property owners with single-family rental housing units affected by a 2021 and/or 2022 major qualifying disaster.
  • Allow homeowners to receive assistance with the rehabilitation/reconstruction of the disaster affected unit.
  • Allow rental property owners to receive assistance with the rehabilitation/reconstruction of the disaster affected unit(s).
  • Provide decent safe and sanitary housing for homeowners and rental property owner’s tenants affected by the 2021 and 2022 qualifying disaster.
  • Stabilizing communities and the housing needs for those impacted by a 2021 and/or 2022 qualifying disaster.

While HUD has not specifically identified the 2022 qualifying disaster impacted counties, residents impacted from a 2022 disaster may complete the survey and we will continue to review for eligibility. Eligible Homeowners must meet ALL of the following:
  • Have owned the home at the time of 2021 and/or 2022 qualifying disaster event.
  • Must be able to provide evidence of clear title ownership to the assisted unit.
  • Must be requesting assistance for the primary address only (address where the applicant lives(ed) and slept at the time of disaster).
  • Have not already completed all work needed on rehabilitation/reconstruction of the unit requesting assistance.
  • Must declare all other funding assistance (Federal, State, Local, private, etc…) related disaster affecting the housing unit.
Eligible Rental Property Owners must meet ALL of the following:
  • Have owned the housing unit at the time of 2021 and/or 2022 qualifying disaster event.
  • Must be able to provide evidence of clear title ownership to the assisted unit.
  • May not receive CDBG-DR assistance for more than 7 units.
  • Have not already completed work on rehabilitation/reconstruction of the unit requesting assistance.
  • Must declare all other funding assistance (Federal, State, Local, private, etc…) related disaster affecting the housing unit.
  • All eligible tenants must be no more 80% of AMI.
Amount of Assistance for Homeowners:
  • May receive up to $200,000 per unit for rehabilitation or reconstruction of the unit.
Amount of Assistance for Rental Property Owners:
  • May receive up to $75,000 per unit for rehabilitation reconstruction of unit based on need.
Email addresses are required to submit a survey
  • All homeowners completing the survey must have a working email address.
  • All rental property owners must provide a working email address for each unit submitted.
  • All surveys will not be reviewed or processed further without a working email address.
